    Description

      BACKGROUND

      With JRASERVER-65602 the "Disable Empty JQL Query" option was added. However, when a user performs an empty search with this option enabled, they encounter the following message:

      No issues have been created (yet)
      Be the first to create an issue

      SUGGESTION

      It would be great if, instead, users encountered an encouraging - and less misleading - message, such as "Start by filtering your query" or "Type in some JQL to get started"
