      Issue Summary

      Currently, JIRA allows you to create users via the External system import functionality and having the user associated with a user field like assignee or reporter.

      However, these only import the user's username and require that you add the other properties later on following the import.

      Feature Request

      Can a functionality be added into JIRA so that users can be directly created by importing a CSV file which contains all details for each user?

      For example:

      username, first name, last name, email address, groups
user1, john, doe, jdoe@mymy.com, "jira-users, jira-administrators"

      Should create a user with matching name and user name and automatically add the user to the groups specified in the CSV file.

      A similar functionality is currently present in the CLI plugin.
