AUI flags do not appear on the websudo page or other authentication pages

In JIRA 7.2.8, the login decorator was updated to implement a responsive design. Affected pages include any page that handles a user's authentication details – i.e., the login page, signup page, logged out page, confirm logout page, and the websudo authentication page.

As part of this design update, the rendering of modal or floating components were changed these pages. This includes AUI Dialog and AUI Flag components.

Whereas dialogs were changed to fill the whole page, flag components were hidden entirely.

This bug repot is here to flag that flags don't appear at any resolution on these authentication-related pages. Some plugins to JIRA may be expect that flags do appear on these pages.
