Adding comment when assigning issue

Summary

If the project's add comment issue is restricted only to the current user when the current user assigns the issue to another user along with comments from the Assign button at the top of the issue screen, the issue is assigned but comments are not added to the issue.

Environment

• JIRA 7.1.9, 7.2.7

Steps to Reproduce

1. In the project permission, grant Add Comments permission for Current Assignee and Reporter.
2. Login to JIRA(eg: user1), Create an issue and click Assign in the View Issue screen.
3. Assign to another user(eg: test) and add a comment.
4. Login as the other user(test) and navigate to the issue created.
5. Click Assign, enter any other user and add a comment then click Assign

Expected Results

The issue is assigned to the target user and comment is added to the issue.

Actual Results

The Issue is assigned to the target user but comment is not added

Error in Logs

Error Messages: [<username>, you do not have the permission to comment on this issue.]

Workaround

Use Assign option from the People area in the right plane of the issue and use the comment option from the bottom of the issue screen.
