Summary

The manage attachment triangle options icon button can be selected but the list unable to be expanded. Expanding this with "Enter" key will open the list of details to manage attachments view and the attachments but cannot be highlighted by screen readers. Need to ensure this can be done with screen readers.

Steps to Reproduce

1. Enable VoiceOver in Mac
2. Open Chrome and go to Issue view page
3. Try to locate "Attachment" and choose the 'inverted triangle icon' to manage attachment view and list of attachments

Expected Results

The list of attachment options can be selected by screen readers.

Actual Results

The list of attachment options can be open using "Enter" key and selected using arrow keys but screen readers unable to 'speak' the list content.
