Add the ability to specify the Component Lead for components created via CSV file

      At the moment, it is possible for users to import a project when importing data from CSV file:

      And when importing the project, it is possible for us to import project Components as well. However, apparently the CSV importer is missing the feature to allow user to specify the Component Lead from the CSV file.

      It will be great if the CSV importer allows us to specify component lead when importing project with components from CSV file.
