      If JIRA has errors during startup (for example, the exceptions due to JRA-59979), ApplicationStatusServlet doesn't show the correct state properly and remains stuck in {"state":"STARTING"} indefinitely.

      Environment

      JIRA Data Center 7.2.0 (but probably can be reproduced in Server too).

      Steps to Reproduce

      1. Spin up a JIRA Data Center node.
      2. Wait for the exceptions from JRA-59979 to occur.
      3. Hit http://<instance>/status.

      Expected Results

      {"state":"RUNNING"}
      
      

      Actual Results

      {"state":"STARTING"}
