Lost formatting on the Rich Text Editor when navigating between Text and Visual tabs or updating the content

Summary

When inputing text into the Rich Text Editor, going from the Text tab into the Visual tab and then going back to the Text tab will make it so that some of the formatting is lost.

Steps to Reproduce

1. Create a new comment;
2. Create a NoFormat colored box;

   This is a test
   
   

3. Click on the Visual tab to check the formatting;
4. Click back on the Text tab - the bgColor=silver parameter will be no longer present, but the formatting will still exist on the Visual tab;
5. Add any other text to the comment;

Expected Results

Formmatting will be kept when going back into the Text tab;

Actual Results

Formatting parameters will be lost, and as soon as any new text is added to the comment, clicking the Visual tab will show that the formatting was lost. Also, a new line will be added to the panel.

Workaround

Current workaround is to perform all formatting on the comment through the Visual tab.
