Don't cache the JS file that contains Notification Events list

      The value of JIRA.NotificationHelper.NOTIFICATION_EVENTS is being populated by a WebResourceTransformer. Since the JS resources are cached, changes to the set of Notification Events will not be seen until the cache is invalidated.

      For now, we can move the variable into a separate file which isn't cached. The ideal solution is JAH-27.
