URGENT: "Add Watchers" option is not available as watcher list is cropped

    Description

      Issue:

      Clicking on "Watchers" icon to add watchers is not giving an option to add watchers, the list moved upwards and the "Add Watchers" option is cropped.

      Reproducing steps:

      Create an issue.
      Add more than 15 users as "Watcher" for the issue.
      Click on the "Watchers" number icon to view all the watchers.
      Watchers list is cropped in the browser.
