Eliminate the " You are not logged in." page

      This enhancement request is relevant for Jira instances that are "Private"

      When a user clicks on an issue link in a notification email (or some other source) such as http://jira.atlassian.com/browse/JRA-5595, and they are not already logged in, they are brought to a page that says:

      You are not logged in.
      You cannot view this URL as a guest. You must login or signup for an account.
      If you feel this message is wrong, please consult your administrators about getting the necessary permissions.

      The user then has to click on login and then type in user/password.

      This scenario is repeated over and over again in our system, since our users do not stay logged in to Jira.

      We could save them a whole page view if they were simply redirected to the login page with the added the message on the top of the login page. Conversely, adding a user/passwd login form to this page would be equally usefull.
