Summary
Current JIRA docs regarding Oracle at Connecting JIRA applications to Oracle advised to use AL32UTF8 character encoding:
Ensure your database is configured to use the same character encoding as JIRA. The recommended encoding is AL32UTF8 (the Oracle equivalent of Unicode UTF-8).
Meanwhile JIRA does the health-check and uses BINARY Collation, see
Health Check: Database Collation, section Supported Collations
This Collation vs Character encoding is confusing. Please align docs and current JIRA recommendation.
