If a file in CVS with revision 1.2 is branched, the subsequent file version will be 1.2.x.1. However when generating the link to the ViewCVS diff between these versions, JIRA gets it wrong, and generates 'r1=1.2.2.0&r2=1.2.2.1' instead of 'r1=1.2&r2=1.2.2.1'.

In a related error, when a file version goes from 1.9 to 1.10, the generated link is 'r1=1.09&r2=1.10' instead of 'r1=1.9&r2=1.10'.
