One of our users brought this up today. When you resolve an issue, the text at the top of the page says "If you have permission to close issues, you can optionally resolve & close the issue at the same time.", similar to what he saw in 2.6.

Let us know how this inconsistency will be resolved...(I vote remove the text, since close issue does the same thing as "resolve and close" did in 2.6).
