Avatar for Suggested users on the issue navigator does not load

Summary

Avatars for Suggested Users do not load or get displayed on the issue navigator

Steps to Reproduce

1. Install JIRA 7
2. Create a few users
3. Open the issue navigator
4. Click on the Assignee drop down field

Expected Results

Actual Results

• The suggested users should load their respective avatars whether is a system avatar or custom avatar

Notes

• Avatar fails to load
