JiraWebActionSupport_fr.properties wrongly encoded in language_fr_FR.jar

      Non-ascii chars in JiraWebActionSupport_fr.properties have been somewhat corrupted in the 3.0 beta jar file for french. For example, eacute is displayed as � instead of é.

      This is visible when unjarring the language_fr_FR.jar file from the 3.0 beta distribution and displaying the JiraWebActionSupport_fr.properties in a text editor.

      Same thing with the jira-translations-2004-09-24-0000 bundle from http://www.atlassian.com/software/jira/translations/
