atlassian-jira-outgoing-mail.log file is not created.

Summary

When an email is sent from JIRA, atlassian-jira-outgoing-mail.log file is not created even the setting is set to ON in Logging and Profiling.

Steps to Reproduce

1. Configure an outgoing mail server.
2. Setup the default notification scheme.
3. Trigger an action that will send email from JIRA to the user, such as assigning issue.
4. Navigate to JIRA_HOME/log, find for atlassian-jira-outgoing-mail.log file.

Expected Results

atlassian-jira-outgoing-mail.log file is created.

Actual Results

There is no atlassian-jira-outgoing-mail.log file at JIRA_HOME/log.

Workaround

Turn on DEBUG for outgoing mail at Logging and Profiling.
