Cannot edit issue or upload files from pages with filter=-1 in HTTP query string

I was sent a JIRA issue URL with ?filter=-1 at the end of the URL. When I tried to edit the issue or went to upload a file to the issue by drag and drop, an error occurred:

File "filename-was-here.ext" was not uploaded
The issue no longer exists

The issue persisted even after reloading the page.

Removing the "filter=-1" from the query string resulted in my being able to upload the file as expected.

I tried reproducing the issue on this page, but filter=-1 resulted in a "No issues were found to match your search" page, even though such a query worked on our company's JIRA.
