Incoming mails have an incorrect creator set

      Incoming mails may end up with a creator and reporter set to different users. With creator being chosen randomly. There's a possible race condition between other services running and interfering with mail handlers.

            We have observed this issue also with JIRA 6.3.14.

            Yes, the reporter is still correct, it is just the 'creator' field that is being set incorrectly. We have spent numerous hours debugging this one with the Atlassian support team and thus far have not been able to identify a cause (initially we thought it was a specific plug in causing the issue, however even if all plugins are manually disabled the issue still occurs).
