Error when using JQL to filter by Fix Version for Group (Anyone)

      When doing a doing a search for issues, if you filter by Fix Version, an error displays "Error occurred communicating with the server. Please reload the page and try again."

      This only displays for users not logged in trying to filter through issues by Fix Version. This error does not display for users already logged in. As a user not logged in, I'm able to view all issues but I'm not able to filter by Fix Version. (Project Permissions for Browse Projects is set to Anyone (Users) so that anyone can view the issues in the first place)

      Steps to Reproduce:

      I've replicated this error message on my own instance. I created Fix Versions and added them to some issues. I changed the Project Permissions to allow anyone to view the issues. Then I logged out and viewed the issues. From there I tried to filter by Fix Versions and received the error "Error occurred communicating with the server. Please reload the page and try again."

      What I receive in Javascript Console for my instance.

      POST https://instance.jira-dev.com/rest/issueNav/1/issueTable 500 (Internal Server Error)
      

      if I try hitting the url I receive a 500 error.
