      This is related to JDEV-25501.

      Try https://jira.atlassian.com/rest/api/2/issue/createmeta?projectKeys=TST&issuetypeName=Bug&expand=projects.issuetypes.fields
      notice that assignee field is marked as required.

      From testing we concluded that

      • the returned value ignores the "allow unassigned issues" flag
      • most likely JAC has corrupted data

      mquail and mlassau have more technical info.
