Plugin upgrades run even when JIRA upgrades don't

    Description

      When you upgrade JIRA and you import data during the setup phase, JIRA johnsons if the license is invalid. No JIRA upgrade tasks are run, however any plugin upgrade tasks still run. The plugin upgrade tasks should not run unless JIRA upgrade tasks have run.
