Mentions emails do not contain comment restrictions (comment emails do)

      See the two screenshots.

      When I am mentioned in a comment, the email I receive doesn't contain the comment security. When I receive a general comment email, the email I receive does contain the comment security.

      Here are the two comments:

            Unless this sends comments to a user that shouldn't be able to access it, I don't think it's worth fixing.
