Implement an Add Project Permission

    Description

      JIRA allows you to assign permissions on who can create projects. In the default permission scheme, I added the "jira-developers" group to the "Administer Projects" permission. While this then shows the ability to add a project to developers, if you actually select the add project link, JIRA will prompt the user to login. It will continue prompting the user to login until you signon using a username belonging to the "jira-administrator" group.
