IssueService.validateCreate() ignores IssueInputParameters.skipScreenCheck()

One cannot use the IssueService API to create an issue with non-default values for the fields not on the Default screen. Reading the JavaDoc for IssueInputParameters one may think that iip.setSkipScreenCheck(true) is the way to go, but in fact that flag is ignored during issue creation, and the "screen check" is performed anyway.
