View Issue header does not scroll horizontally after a vertical scroll

      The View Issue page header (issue-content) which has the summary, does not scroll horizontally after the page the has been vertically scrolled.

      Steps to reproduce:
      1. Open the view issue page of a Jira Issue.
      2. Resize the browser window such that it brings up the horizontal and vertical scroll bars.
      3. Perform a vertical scroll.
      4. Perform a horizontal scroll.

      Happens on all browsers.
