No priority issues link broken for issues created through Issue Collector

    Description

      Steps taken to reproduce in JIRA 5.1.2:

      1. Created a project TEST and an html page with the issue collector code for that page:
        <html>
            <head>...</head>
            <body>
                <h1>Hello World!</h1>

            </body>
        </html>
        
      2. Created an issue through the issue collector. Note: No priority is set for the issue.
      3. The project ends up like this (also had created another issue through the collector and a bug through JIRA):
      4. Hovering over Major it points to the link (in the status bar) and gets you to the Issue Navigator.
      5. Hovering over No Priority shows no link.
      6. Clicking on No Priority returns Project Does Not Exist:
      7. In the Issue Navigator, the following JQL runs fine:
