Issue attachment behavior across browsers

      1. Go into Chrome and choose an issue.
      a. Choose Attach file
      b. drag a file from your desktop over to the choose file area and drop it.
      c. in Chrome this works and you are able to attach files by dragging and dropping.
      In IE and Firefox this will not work.
      In Firebox the file is dropped and the location is populated in the field but no summary appears and when you click Attach nothing is attached.
      In IE it just doesn't work.

            Just adding a note from the original issue reported to atlassian.
            An engineer who works with websites and pages (who initially reported this) told me it looks like Jira is not handling the separate browsers properly in the JIRA code.

            The File Picker is actually partially working in Firefox because Jira actually populates the box with the location of the file to attach. Then the Jira code does some check (probably) to see if the Browse button has been pushed (in the Firefox portion of the code) and when the check fails it doesn't do anything.

            So again I say it looks like a JIRA bug which engineering should look at and fix.
