I'm not sure if inside the "Create Ticket" interface is the best place, but there should be an easier place to have the "Create Component" interface.
Right now its buried in the project administration screens, and its only accessible by certain permission scopes.
In our context, we have lead developers who take on some of the PM tasks that could involve creating Components, but we don't need them to have full access to everything else a Project Administrator does.
