matching for labels should be case insensitive

    Description

      I create a new issue
      go to the labels text box
      start typing in my text
      but I don't see the label that I know is there
      then I use the pull down, and the label is there, but it starts with upper case

      I really would not want separate labels for upper versus lower case, and this pretty much guarantees that I will get them
