As an administrator, I would like to prevent the Activity Stream gadget from trying to connect outside of our network

While setting up JIRA for use inside of a secured environment, it was noticed that the activity stream loaded slowly. Further investigation determined that rogue calls to jira.atlassian.com were the culprit. We need to have the option to prevent those calls.
