The caching-checksum is calculated on all shortcuts regarding less whether the current user can use them or not. Thus it can happen, that the browser caches only a subset of the available keyboard shortcuts, especially when the conditions for a shortcut change and new shortcuts can be used.

To test the issue, simply execute the function test TestShareIssueAndFilter. The first test will request and cache the keyboard shortcuts when no mail server is configured. Then the second test adds a mail server, which activates the share keyboard shortcut. But the available keyboard shortcut is not visible to the browser (same checksum, no update to the keyboard shortcuts).
