Allowed Issue type on a per project basis

It would be interesting to be able to specify which issue types are allowed (or may be do it negatively : disallow) on a per project basis. Therefore when creating an issue, only the allowed issue type for the selected project could be used.

The ability to do it on a per project category basis might also be interesting.
