URL Encoding for excel filename headers uses + for spaces and this is not interpreted correctly by all browsers

      When downloading an Excel spreadsheet export from JIRA, the filename is set to the name of the company and is URL encoded. The URL encoding uses + to represent space and this is not valid in the context of a file name. The results in the file downloading with a name like 'Your+Company+JIRA.xls'.
