Mail queue is not flushing

    Description

      I just upgraded from 4.2.4_b591 to 4.4.1. The mail queue is no longer flushing. There are no errors in the logs. The queue just doesn't automatically flush. The com.atlassian.jira.service.services.mail.MailQueueService service is set to 1. Nothing happens. Please advise.
