Installed wallboard plugin, did not restart jira, later removed plugin, then get internal error when trying to create an issue.

    Description

      User installed the wallboard plugin (v1.5.2), did not restart JIRA to activate, later (~1 day) uninstalled the plugin. Could not create issues (see comment for backtrace) due to internal error.
