We show users how many active users there are in total. This is not useful information at all however if you're trying to figure out which users/groups make up this number so that an admin can reduce the list of users in the active group.

We should probably introduce a new page in JIRA somewhere that makes it easy to see which users make up the active users (and why i.e. group membership gives them global use, admin or system admin permission). This screen should also allow admins to remove users from the active user count or add new users easily!
