Add the ability to configure custom field security/permission

Add the ability to restrict the access to any custom field. For example: configure a custom field to show up if a member of "jira-developers" creates an issue, but not if a member of "jira-users" creates one.

Something similar is done by the Custom Field Security Plugin for JIRA.
