Ability to suppress notification per case

      We use Jira for customer support issue tracking. In some cases, quite often, we would like to make some minor changes to the issues, that would not need to be notified at all.

      We would like to have a checkbox in all screens that eventually send to notification: "Send notification" that we could uncheck when we do not want to send a notification. This action should ideally have its own permission so that customers could never suppress notifications from their actions.
