Bad link in "max users in license" notice

We currently have a 10 user starter license. After adding 10 users to the system, the Admin panel on my dashboard has the following message beside the License heading: "You have reached the number of users allowed to use JIRA by your license. If you require more user accounts, consider purchasing a full license."

The word "purchasing" is linked to "/plugins/servlet/gadgets/$externalLinkUtil.getProperty(%27external.link.jira.personal.site%27)", and clicking this link produces the following Tomcat error:

HTTP Status 404 - Could not find servlet for: /plugins/servlet/gadgets/$externalLinkUtil.getProperty('external.link.jira.personal.site')

Our JIRA installation is very straight forward and should not have any customizations that would cause this problem.
