New feature that would allow the administrator to merge accounts that were created more than once

Sometimes we create an account that is rarely use. After a while the owner of the account has forgotten that he has one (account) and asked to have an account created. We check for double but when it come to created users, JIRA is not the easiest software to check for double.
The possibility to merge account would facilitate the work of the admin.
