SOAP interface sends 'account created' email for createUser method

In Jira 3.13.5 there was no email notification when creating users through the SOAP interface. Jira 4.0 does send them. This may be problematic, specially when Jira is integrated with external user management systems like LDAP, where the passwords are stored in their repositories. The SOAP request cannot be created with the real password, and the password field cannot be left blank.

Ideally, the SOAP request would have a new parameter where to indicate whether an email notification should be triggered.

A second best alternative is to go back to 3.13.5 functionality, where no notifications where triggered.
