FogBugz Importer does not convert Subscribers to Watchers

      When testing out an import from FogBugz into JIRA, I would have expected users that are subscribed to a particular issue in FogBugz to be converted to Watchers of the converted issue in JIRA. The importer appears to ignore this information as far as I can tell.

            I took a look at the code, and discovered that, sure enough, this information is simply ignored (by all importers, not just the FogBugz importer). I have written code (against the 3.13.5 release) that provides this functionality for FogBugz. Contact me if you are interested in getting a copy of my changes.
