I would like to make Fixed Version a required field - however the appropriate time to set Fixed Version is after the defect has been fixed.

If I set the Fixed Version field to required, and remove it from the default screen, add it to the workflow and fix screens, new defects can't be created because Fixed Version is required but not available to be edited.
