Allow to create or not different type issues for different users

    Description

      Right now, a user with "create issue" permission can create a new issue for all types (bug, improvement, new feature, task, etc..). We would like JIRA follows our internal process where only specific users can open only specific issues types. I.e

      • Users can olny open "bugs" and "new request"
      • System Engineer can open "features" and "requirements"
      • Project management can open "Tasks"
        etc...

      in that situation an external user cannot open "tasks", etc.. that are only for internal project management, for instance..
