Remove minified file dependencies and ensure that the new minified JS scheme works

We now have the ability to autogenerate minified Js and CSS files. In fact our build already does this.

We should remove the hard coded deps on the minified files in system-webresources.xml and also remove the -min files from our code base.

We should do this before 4.0 ships!
