JQL: Anonymous user can run issueHistory() function - documentation needs to be fixed

Steps:
1. Launch JIRA
2. Run issue in issueHistory() as anonymous user.

Result:
1. The query return result showing issues of some JQL query.

Expected:
1. Anonymous user should n't be allowed to use issueHistory() in query as according to help, it should display the recently viewed issues for login user.
