Installer does not substitute <jira_service_id> in the

.bat scripts when the "install JIRA as a service" is turned off. This makes these scripts useless if the user later decides to start JIRA as a service. Having a quick look at the installer, it appears that we only replace <jira_service_id> when the installer installs the service. We should just always make the substitution.
