ViewTranslations admin page throws exception when no locales exist

If all language packs except the default have been deleted from WEB-INF/lib, /secure/admin/ViewTranslations!default.jspa?issueConstantType=issuetype throws an exception because it tries to get the first element from the empty list of locales.
