Restrictions to User/Group Administration Console - Project Administrators may require RO access

Users in the Project Administrators Role may need to access the group member list during Project Role maintenance; clicking on group names will take to the group management page which is protected by seraph and requires admin privileges (which the user may not possess).

It would be useful to remove this limitation, even by providing the list read-only.
